Bryony Sadler, of Flooding on the Somerset Levels Action Group (FLAG), branded Mr Paterson's 30 minute visit a "publicity stunt". The Environment Agency was criticised by Bridgwater and West Somerset MP Ian Liddel-Grainger over the lack of dredging on the river system. He told the BBC Radio 4 Today programme: "Once it's dredged we can then maintain it but the Environment Agency has to stop this mucking around and get on with it." Speaking at Northmoor Pumping Station, Councillor Julian Taylor, of Sedgemoor District Council, called the lack of dredging a "self-fulfilling prophesy". "We've been having a lot of concern for at least 20 years saying the river should be dredged and put back to its original condition," Cllr Taylor said. "We've had conspicuous neglect for 20 years where they have not maintained the rivers properly. If you do not maintain the rivers properly, you'll get water more quickly off the moors. "It's a self-fulfilling prophesy. We are asking the minister to invest now for the future so that this doesn't happen again." Local resident Sue Crocker, of nearby Fordgate, said dredging was not the complete solution but a vital part of it. "The term third world country cmes to mind," Mrs Crocker said. "We have one portaloo, we have no septic tanks or overflowing, there is a lot of sewerage running around the roads and it's like Chinese torture. "Homes have been flooded and we're frustrated and we feel abandoned. We're human beings and this is the 21st century and we're not feeling like we're part of it anymore. "Dredging is not the answer, it is part of the answer. I think its important that them up in London with their computers listen to the real people." 'Hugely disappointed' Speaking after Mr Paterson's visit, the leader of Somerset County Council said he was disappointed there would be no immediate extra funding to protect flood-hit communities. John Osman said: "Although I am hugely disappointed that central government have not announced any additional funding, we will continue to keep the pressure on to secure a fair deal for Somerset's residents. "We are happy to work with government and other agencies to draw up a long-term plan to protect our communities against flooding but I want to be clear that this is not the end of our fight to lobby government to support our flood-hit communities." Matthew Lay, national officer of Unison added: "Far from offering any comfort to residents affected by flooding, Owen Patterson is a major part of the problem. "He is overseeing massive cuts to the Environment Agency despite all the scientific evidence showing that climate change is a major reason for a rise in the number of floods. "The government must put in place an environment secretary who accepts that the risk of flooding is increasing year-on-year. "Communities up and down the country will remain in danger until the Environment Agency is given adequate resources and funding to prevent and handle disasters caused by floods."

However, Paterson provoked anger when he chose not speak to local people during a visit to a pumping station on the levels next to the Parrett. "Who has he actually spoken to? He's spoken to nobody," said the local farmer and police community support officer Becky Riley. "We've got the farmers here, members of the public who live here. He's not listened to people. It's not on, it's not right. People are fuming." Riley runs North Moor Farm with her partner, James Hall. Like almost all local people, Hall said the river urgently needed to be dredged. "They have done nothing with the river for the last 20 years," he said. Around 90% of North Moor Farm is underwater. Hall said the grass would be dying under the floods -- and the cold snap that is expected would exacerbate the stress the land is under. He said he and his father, who is based nearby at Wisteria Farm, had reduced the size of their cattle herds this year in anticipation of the floods. "You begin to wonder if it is worth it," he said. "Farming is all about handing the business down to future generations. But I'm not sure there is going to be anything to hand down." Members of the Flooding on the Levels Action Group (FLAG) failed to get a word with Paterson. They remain to be convinced that things will really change. Bryony Sadler said: "We've had no answers. It's nice and tidy down here today because the minister is here but that's no good for us locals who live amongst all of it. There's no change. We needed to see this three weeks ago. We did ring them, we asked them to bring the pumps in, to get things moving but they didn't listen. "Life is stressful, exhausting, worrying. You have blue flashing lights outside your houses because we're an incident. It's really hard. We live in the countryside. It's quite scary." Sue and Phil Crocker, who retired to the Levels, said the responsibility -- and money -- for dredging ought to be put into the hands of those who knew the ground best, the local people. Mr Crocker said Paterson should have been in the area a fortnight or three weeks ago. "It's the same as last year. They were a fortnight too late getting the pumps going. The guys on the ground are brilliant but they are not allowed to do things as quickly as they want to. "The rivers do need dredging but it's not only that: it's the whole infrastructure of the waterways. You need to go back to the local system when local people who knew the ground actually did the work." Many locals said they had never known the flooding this bad. One farmer, Rebecca Horsington Graham, who has lived here all her life, said outsiders did not understand how the Levels worked. "A lot of people don't realise this river system is totally manmade," she said. "It was first manmade about 800 years ago. Because it was put in by man it needs to be maintained by man. The Environment Agency keeps saying that we can't stop the flooding. We all understand that. We know we are going to be flooded every so often and that's fine. But we shouldn't be flooded for months on end." The Bridgwater MP, Ian Liddell-Grainger, firmly blamed the Environment Agency for the problems on the Levels. UK weather DEEP FREEZE: Britain to be colder than ICELAND as UK braces for ARCTIC LASHING BRITAIN is about to turn colder than Iceland with temperatures set to plummet to -10C (14F) in parts this week. Arctic winds will sweep the country bringing harsh frosts, icy roads and widespread wintry showers. Health officials last night (Monday) extended a level-2 ‘alert and readiness’ weather warning into the start of December. Elderly and vulnerable people are urged to take extra care in extreme cold conditions over the coming days. Overnight temperatures will widely plunge to between -5C (23F) and -9C (15.8F) with -10C (14F) possible over high ground. Daytime highs will struggle to get out of single figures across the country while hovering close to freezing in the far north. The Met Office said the weather will turn colder through the week ahead of the official start of winter on Friday. Spokesman Grahame Madge said: “A mixture of Polar and Arctic air will come down from the south from Tuesday bringing increasingly colder conditions to the UK. “This northerly flow will encourage wintry showers along the coasts with snow coming down to lower levels, further inland and across the moors we could see snow with hail or sleet elsewhere. “It is going to stay cold through the week with temperatures dropping below freezing quite widely bringing frosts and icy roads in the mornings. “We could see overnight lows of -8C (17.6F) or -9C (15.8F) with -10C (14F) possible where there is lying snow over high ground in the north.” Experts have re-sounded calls for people with health conditions to take extra care as the mercury plummets. Public Health England (PHE) with the Met Office has issued a cold weather health alert across much of England. It warns freezing cold conditions, snow and ice will put vulnerable people at risk until the weekend. It states: “Colder air will gradually spread south during Monday and Tuesday, with overnight frosts becoming more widespread, along with a brisk northerly breeze. “A period of more widespread cold temperatures is then expected from Wednesday onward, whilst showers down the east coast are also expected to be wintry at times with some snow and ice possible. “Prolonged periods of cold weather can be dangerous, especially for the very young, very old or those with chronic diseases.” Dr Thomas Waite, of PHE’s extreme events team, added: “People with diseases such as heart and lung conditions, older people and young children can feel the ill-effects of cold weather more than the rest of us. “Wear several thin layers instead of fewer thicker ones, keep parts of the home you’re using heated to at least 18C (64.4F) and keep a careful eye on the weather forecasts.” Met Office chief forecaster Laura Paterson warned the full force of the wintry blast will hit Britain from tomorrow (Wednesday). She said: “Colder air will gradually spread south during Monday and Tuesday, with overnight frosts becoming more widespread, along with a brisk northerly breeze. “A period of more widespread cold temperatures is then expected from Wednesday onward, while showers down the east coast are also expected to be wintry at times with some snow and ice possible.” The cold snap comes as some forecasters predict Britain will stay in the freezer through the festive season. Long-range experts say this winter could be the harshest for seven years rivalling the big chill of 2010/2011. Temperatures this week will dip lower than Reykjavik, Iceland, which will reach -2C (28.4F) and Moscow, Russia, tipped to nudge -4C (24.8F).

Britain has been put on alert for flooding over the next two days with the threat of heavy rain sparking a raft of warnings. Some 4,676 homes in Exmouth, Plymouth and Axminster were plunged into darkness this morning, according to Western Power Distribution. Lashing rain and gales swept swathes of the region through the early hours with further foul weather forecast in the run up to the weekend. Once again the southwest is most at risk from heavy rain prompting government officials to issue a raft of cautions. The Environment Agency (EA) has put out 14 flood alerts and two more serious flood warnings across southwest England. A spokesman said: “Local surface water flooding is possible in the south-west of England and Wales on Wednesday, with local river flooding also possible for parts of South Wales. “Land and roads may flood and there may be disruption to travel.” Plunging temperatures will bring the risk of snow in Scotland and the north with wintry possible showers elsewhere. The Met Office has issued a severe weather warning for snow in Scotland and northern England until this afternoon. Forecaster Charlie Powell said a more powerful weather system is poised to sweep the nation tonight and through tomorrow. He said: “Squally showers are forecast through the rest of today with some strong winds likely before another more active weather system moves in on Wednesday,. She said: “A band of rain and hill snow will increasingly turn to snow at lower levels as it moves east through Tuesday morning and early afternoon. “Some roads and railways are likely to be affected by snow with longer journey times by road, bus and train services. “There is a small possibility of road closures and stranded vehicles. “[Snow] accumulations of five to 10 centimetres [four ins] are likely above 200 to 300 metres, much of this falling in a short period. “At lower levels, amounts will be much more variable with two to five centimetres possible in some places, most likely in the southwest, while others will just see sleet and rain.” The Environment Agency has issued a raft of flood alerts and warnings across southwest England and parts of the northeast. It warned heavy rainfall through today and tomorrow will push up river levels bringing a risk of flooding. A spokesman added: “Take care near low lying land and roads close to rivers where flooding is possible and monitor your local weather conditions. “We are monitoring river levels.” WeatherOnline forecaster Simon Keeling said: “It will be an unsettled to close this week with the risk of rain, wind, sleet and some snow. “Higher pressure is expected to be building into the weekend and next week. This brings drier conditions for most with temperatures close to average.” Western Power Distribution blamed a fault on the network for the loss of power to thousands of homes this morning. It said engineers are out in force repairing the network with power being redirected while the problem is fixed. Around 500 homes across the region are currently still without power.

A ninth-grader at John F. Kennedy High School in Paterson was arrested Friday and charged with assaulting a teacher in a classroom. The attack, captured on video, shows the teen slamming the 62-year-old educator to the floor in front of other students in an effort to get his cellphone back. City school officials confirmed that criminal charges have been filed against the student, who has been suspended from school. Someone in the classroom recorded the assault, which officials say took place at about 1 pm on Tuesday, and the video has been posted on YouTube. The 23-second video shows the 16-year-old with his arms wrapped around the teacher, knocking him into an empty desk. The student then wrestles the teacher across the front of the classroom before slamming him to the floor. The teen then reaches down and wrests something from the teacher before breaking away when someone in the classroom yelled: “Security.” The district filed a complaint against the student earlier this week, a spokes­woman said, and Paterson police said they arrested him at his home on Friday. “We took a statement from the teacher today,” said Capt. Heriberto Rodriguez. “After that, we went out and found the juvenile and arrested him.” The teenager was charged with third-degree aggravated assault, the captain said. David Cozart, principal of operations at JFK, said the incident happened during a physics class. He said the teacher apparently confiscated the phone — which belonged to the assailant — from another student. The principal said students are allowed to use cellphones in class for academic purposes, but staff may take the devices and return them at the end of the day if students use them for other reasons. District officials have not revealed the name of the teacher or student. Peter Tirri, president of the Paterson Education Association, the teachers union, said the teacher has worked in the district since 2003. “Let me say that this is a very upsetting incident and certainly one that we take seriously as the safety of our students and staff is our top priority,” said Terry Corallo, district spokeswoman. She said the student while on suspension will receive home instruction and a disciplinary hearing will determine “an appropriate, educational placement” for the rest of the school year. “I’m disappointed I didn’t see any other kids in the classroom help [the teacher] out,” Tirri said about the events depicted in the short video. “Maybe they were afraid. I don’t know.” “What strikes me is that the teacher never even defended himself,” said Lee McNulty, a retired JFK teacher who has been vocal recently with criticism about violence and disorder in the high school. “That just shows how much teachers are afraid of losing their job.” “It’s troubling that in our society today students think that inside a school they can put their hands on each other and teachers as well,” said Jonathan Hodges, a veteran school board member. “I went online trying to find this video and I found numerous videos of teachers being attacked by their students.” In press interviews last year, McNulty called JFK a chaotic place where fights were common.
